Die EU-Strategie für die Donauregion – Internationale Konferenz am 07./08.Juni 2011 in Ingolstadt

Ein gemeinsamer Rahmen für Zusammenarbeit und nachhaltiges Handeln im Donauraum

Mit dieser hochrangig besetzten Fachtagung in der Kolping Akademie in Ingolstadt informierte die Bayerische Staatsministerin für Bundes- und Europaangelegenheiten Emilia Müller in Kooperation mit der Südosteuropa-Gesellschaft, München, das aus dem gesamten Donauraum angereiste Fachpublikum aus Politik, Wissenschaft, Unternehmen, Verbänden und Medien über die Grundkonzeption der Donauraumstrategie und die sich daraus ergebenden Möglichkeiten. Das gesamte Einzugsgebiet der Donau, bestehend aus acht EU-Mitgliedsländern und sechs weiteren europäischen Staaten, mit seinen rund 115 Millionen Einwohnern hat die Chance, zur europäischen Schlüsselregion des 21. Jahrhunderts zu werden. Hierzu ist grenzübergreifendes, koordiniertes und nachhaltiges Handeln notwendig. Bayern hat eine aktive Rolle bei der Erarbeitung und konkreten Umsetzung der Strategie übernommen.

Die Grundsäulen der Strategie, die im Rahmen der EU-Ratspräsidentschaft Ungarns noch im Juni 2011 verabschiedet werden soll, bilden:

• Konnektivität (Transport, Verkehrsinfrastruktur, Energie, Tourismus, Kulturaustausch)
• Umweltschutz (Wasserqualität, Umweltrisiken, biologische Vielfalt, Landschaft)
• Stärkung (institutionelle Kapazitäten, Kooperationen, Sicherheit)
• Schaffung von Wohlstand (Forschung, Bildung, Wettbewerbsfähigkeit)

Der Freistaat koordiniert gemeinsam mit zwei Partnern den Bereich Erhaltung der biologischen Vielfalt sowie den Schwerpunkt Sicherheit. Anhand von Maßnahmen im Rahmen von über 200 Projekten mit Projektverantwortlichen und entsprechenden Fristen sollen die Ziele der Strategie realisiert werden. Hierzu bedarf es der Begeisterungsfähigkeit und Umsetzung durch die Menschen, die in diesem Raum leben. Deshalb setzt die Strategie auf den sogenannten „Bottom-up“ Effekt. Das bedeutet: Keine neuen EU-Strukturen, keine neuen EU-Rechtsvorschriften und keine neuen EU-Gelder – stattdessen stärkere Synergien zwischen Behörden auf allen Ebenen und insbesondere direkt in den Regionen, damit Maßnahmen und vorhandene Gelder optimal eingesetzt werden.

Der DWSV als Teilnehmer dieser Internationalen Konferenz begrüßt diesen umfassenden und zukunftsorientierten Ansatz zur Zusammenarbeit im Donauraum. Insbesondere im Hinblick auf den Ausbau der Donau zwischen Straubing und Vilshofen sollten sich hier neue Möglichkeiten zu einem unvoreingenommenen und sachlichen Dialog zwischen Ökonomie und Ökologie ergeben.

The EU Strategy for the Danube Region - International Conference in Ingolstadt on June 7/ 8,2011 
A mutual framework for sustainable and cooperative action in the Danube region

With this high-ranking conference The Bavarian State Minister for Federal and European Affairs, Emilia Müller, and the Southeast Europe Association informed about the basic concept and structure of the EU strategy for the Danube region and the possibilities resulting thereof. The catchment area of the Danube, covering eight EU members and anouther six European countries with approx. 115 million inhabitants has the chance of development to a key region of the 21st century. To achieve this goal coordinated, border crossing and lasting measures are necessary. The Bavarian State plays an active role in working out and realizing this strategy.

The strategy provides a framework for sustainable and cooperative action in the Danube region and it is based on four main pillars:
- Connectivity (transport and relating infrastructure, energy, tourism, culture)
- Environmental protection (water quality, environmental risks, biodiversity, landscape)
- Strengthening (institutional capacity, cooperation, security)
- Building prosperity (support of research, education, competitiveness)

Together with two partners within the network the State of Bavaria coordinates the sector of biodiversity and security. In more than 200 projects with fixed responsibilities and determined deadlines the goals of this strategy shall be achieved. Besides this, enthusiasm and energy of the people who live in this region will be absolutely necessary for the success of the strategy. Therefore it relies on the so-called "bottom-up" effect. That means: no new EU structures, no new EU legislation, no new EU funds - but supporting and optimizing synergies between institutions and authorities on all levels and directly in the regions so that steps and existing funds can be used with best benefit for the region and the whole network.

As participant of this international conference our organization DWSV welcomes and supports this comprehensive and future orientated strategy for cooperation in the Danube region. Especially with regard to the elemination of the bottleneck of the German Danube between Straubing and Vilshofen we look forward to new possibilities for a factual and objective dialogue between economy and ecology as a contribution to solve this problem.
