Chronology of the Danube process in brief
- 1966 conclusion of the so-called Duisburg contract for elimination of the bottleneck of the German Danube between Straubing and Vilshofen
- 1992 First proceedings for an environmental planning previewing two low dams with a height of only 3m and a parallel canal of 9 km as a result of thorough investigations. Due to the refusal of the German association for environmental protection the proceedings stagnated
- 1993 upon suggestion of the German association for environmental protection Prof. Ogris from Vienna was asked to verify his claim to achieve a draught of 2.5 m and a sufficient water-level width by using the already known low water regulation measures.
- 1995 The evaluation of Prof. Ogris expert witness by several famous experts came to the result that his alternative methods could not achieve the contracted parameters
- July 1995 Germany and the State of Bavaria agreed upon supplementary investigations parallel to the environmental planning proceedings which were retaken.
- October 17,1996 agreement between the Minister of Traffic Wissmann and the Minister President of Bavaria Dr. Stoiber:
- Germany and Bavaria stay to the draught of 2.5 m according to the Duisburg
contract they do not consider low water regulation measures allone to ascertain thedraught of 2.5 m during 1998 and 1999 optimization measures with an investment of 24 million DM have to be made the decision on further methods of elimination of the bottleneck has to be made in the year 2000 by considering the transport development on the Danube. For preparation of this decision further investigations have to be made in cooperation between Germany and Bavaria.
- For these reasons the first proceedings for environmental planning were terminated on October 22,1996.
- 1997 until 2000 the investigations agreed upon were made
- May 2001 – The investigations are terminated
- February 2002 Hearing of experts in the transport committee of the German Parliament. By neglecting the expert witness variant A (low water regulation measures) was prejudiced by the coalition members (SPD/DIE GRÜNEN)
- June 2002 the German Parliament decided to take environmental planning proceedings for variant A only.
- August 2003 Germany and Bavaria agree to share the cost for environmental planning proceedings so that on behalf of Germany variant A and on behalf of Bavaria variants C and D2 were introduced into the environmental planning.
- December 2003 the proceedings for environmental planning were officially taken up by the Government of Low Bavaria as competent authority. During the proceedings more than 100 parties participated and gave their statements.
- March 8,2006 As a result of the proceedings variant C 2,80 in connection with additional conditions was considered as the only variant which could meet the economic and ecologic requirements.
